The 10 MHz SPI clock lets you read or write the entire 8 Kbit array in under a millisecond, ignoring the 5 ms page-write cycle. That is plenty for storing a few hundred configuration bytes or a serial number. If your host SPI master runs at a lower speed, the part works down to DC — no minimum clock.
