The I²C interface is open-drain, so pull-up resistors should be sized for the bus capacitance and supply voltage — 4.7 kΩ is typical for a 400 kHz bus at 5V. No level shifter is needed when mixing 3.3V and 5V domains on the same I²C bus, as long as the pull-up voltage matches the higher supply.
