15 ns propagation delay — what it buys the logic path
The ATF16V8CZ-15PI is a Microchip 16V8-series electrically erasable PLD with a 15 ns propagation delay from input to combinatorial output. That 15 ns sets the ceiling on the system clock — at 66 MHz the period is 15 ns, leaving zero margin for setup time, so this part is comfortable in 25–50 MHz address-decoding or state-machine roles where the logic path is short. It integrates 8 macrocells, each configurable as registered or combinatorial, with a 5V-only supply rail. The 20-pin DIP package (0.300" width) is through-hole, so it takes a socket or a soldered hole pattern on the board.

Through-hole DIP — rework-friendly but board-area hungry
The 20-DIP package (0.300" row spacing) is a rework technician's friend: it survives multiple hot-air cycles, the leads are visible for inspection, and a hand-solder touch-up takes seconds. The trade-off is board area — a DIP-20 footprint occupies roughly 25 mm × 10 mm, about four times the area of a 20-pin SOIC. The through-hole leads also add inductance, so keep the supply decoupling capacitor within 5 mm of the VCC and GND pins.
