For a 50 MHz system the margin is comfortable. This is the spec that determines whether the part keeps up with a cacheless ARM7 or a CPLD-based state machine without wait states.

The J-lead form factor is a legacy SOIC variant with a smaller footprint than DIP but still hand-solderable with care. Supply range of 3V to 3.6V aligns with 3.3V logic families; no level translation needed for a 3.3V bus.
