That threshold targets 5 V logic rails — the detector holds the reset output active until the supply recovers above the threshold plus hysteresis, then releases after a 180 ms minimum timeout. The open-drain output needs a pull-up resistor to the reset line's own rail; choose the pull-up value so the output sinks current within the device's rated capability at the reset voltage level.
