Maximum propagation delay is 54 ns at 5 V with a 50 pF load. The open-collector output is rated for 8 mA sink current. The pull-up resistor must be sized so the output low voltage stays within the downstream logic's VIL threshold at that current. Input logic thresholds are 0.8 V low and 2 V high, which are TTL-compatible levels — not 5 V CMOS thresholds. Driving it from a 5 V CMOS output may need a pull-up to guarantee the high level.
