As a shunt reference, the LM385DG4-1-2 regulates by sinking current through a series resistor from the supply rail. The 20 mA maximum output current sets the load headroom; the 15 µA minimum cathode current defines the bias floor below which regulation drops out. For a given supply voltage, the series resistor must be sized to deliver at least 15 µA to the cathode while supplying the load and staying under 20 mA total — a standard two-resistor bias design for shunt references.
