The 3V to 18V supply range is the headline feature that sets this part apart from lower-voltage logic families like 74LVC or 74HCT. If you're repairing a board that runs off an unregulated 12V battery or a 5V rail that sees transients, the CD4011UBM doesn't need a separate regulator — it works straight off the rail. The input logic levels scale with supply: low is 1V to 2.5V, high is 4V to 12.5V, so at 12V supply a TTL-level input won't reliably trigger it.
