Can BQ24259RGER charge 2-cell lithium batteries?

No. The BQ24259RGER is designed for single-cell (1S) Li-Ion or Li-Polymer packs with a 4.2V termination voltage. It does not support 2-cell (2S) configurations.

Is BQ24259RGER compatible with USB Type-C?

The I²C and USB interface supports USB BC1.2 detection. For USB Type-C applications, an external CC-logic controller is typically needed to negotiate the power contract; the BQ24259RGER then charges at the negotiated current.
