At 9 Ohm ESR, this 3.3 µF cap has a self-heating limit — ripple current at 100 kHz will be around 250 mA RMS before the internal temperature rise becomes a concern. For a low-power decoupling or timing circuit that sees under 100 mA ripple, it is fine. For a high-ripple buck output, you want a lower-ESR polymer or a larger-case tantalum.
