Each channel passes signals in either direction; the switch is ON when the corresponding output-enable pin is asserted. The 3 mA output drive at both high and low states is modest — this part is a pass-gate for digital signals, not a line driver. It suits isolation of shared buses (I²C, SPI chip-select lines) where the load side needs to be disconnected when the bus is idle.
