The TPS3899DL14DSER is a single-channel voltage supervisor (Type Monitor) from Texas Instruments, monitoring a 1.4 V threshold rail. It asserts an active-low, open-drain reset output when the monitored voltage drops below the threshold, and holds reset for 619 ms typical after the rail recovers.
