2.64V threshold — matching the supervisor to the rail
This threshold is set for a 3.3V nominal rail — the 2.64V trip point sits roughly 20% below the regulated output, giving the supply enough headroom to ride through minor dips without false resets. The open-drain, active-low output lets you wire-OR the reset signal with other supervisors or pull it up to a different logic voltage.
10 ms timeout — debouncing the power-good signal
That window is long enough for most MCU and DSP power-on sequences to complete their internal POR, but short enough that a system watchdog doesn't time out waiting for the processor to start.
