What the 10ms timeout buys the system
The 10ms minimum reset timeout is the guaranteed low pulse width the part delivers when the monitored rail crosses the threshold. This gives downstream devices — an MCU, FPGA, or SoC — enough time to complete their internal reset sequence before the IC releases the rail. If the timeout were shorter than the processor's reset hold requirement, the system could start up in an undefined state. The 10ms floor covers most 8-bit and 32-bit microcontroller reset specifications.
