What the 60ms timeout buys the BOM
A 60ms minimum reset timeout is long enough to cover most power-supply glitches and brown-out events without requiring an external delay capacitor. For a processor booting from flash, 60ms typically exceeds the oscillator start-up and PLL lock time, so the reset de-assertion happens after the core is ready to fetch instructions. If the downstream processor needs a longer hold time, an external RC on the reset line can stretch it further.
