The 22 GPIOs, combined with the internal oscillator, mean you can run a basic inverter board with a single 1.8 V supply rail and no external clock source.
Both are 48-LQFP C28x Piccolo MCUs with the same pinout. The TMS320F28027PTS steps up to 64 KB Flash and adds a few more PWM channels, but the core, RAM, ADC, and package are identical — a board designed for the 28023 can take the 28027 as a drop-in upgrade.
The C28x Piccolo family uses TI's JTAG-based debug interface. Any TI XDS-class emulator (XDS100, XDS110, XDS200) or a third-party tool like Segger J-Link with C28x support will program and debug this device through the standard 14-pin JTAG header.
