The MAX3223IPWR is a full-duplex RS-232 transceiver packing two drivers and two receivers in a 20-TSSOP package.
The 500 mV receiver hysteresis filters noise on long cable runs — the threshold gap keeps a marginal signal from chattering the UART input.
The SN65HVD233MDREP is a transceiver in a similar package, but it uses CANbus protocol (1 Mbps, half-duplex) rather than RS-232. The two are not pin-compatible and serve different bus types — the MAX3223IPWR is an RS-232 part, the peer is a CAN transceiver.
