What the clamping number means for the downstream circuit
A 219V clamp at 7.1A limits the voltage seen by the protected device — a downstream FET or IC with a 250V abs-max rating has 31V of margin at the peak current. If the load is a 200V-rated capacitor bank, that margin vanishes; the designer must check the actual TVS standoff against the rail tolerance. The breakdown voltage range starts at 152V minimum — this is the point where the TVS begins conducting. A rail that operates at 136V nominal stays below that threshold during normal conditions, so the TVS draws no leakage current in standby.
