That HCSL logic level is common for PCIe reference clocks and high-speed SerDes — if your downstream receiver expects LVDS or LVPECL, you will need a level translator or a different oscillator variant. Supply voltage spans 2.25V to 3.63V, so it runs directly off a 2.5V or 3.3V rail without an extra LDO. The wide tolerance also helps when the rail droops under load.
