That 24V window between breakdown and clamp gives the designer margin for the TVS to absorb energy without exceeding the downstream device's absolute maximum rating on a 42.6V nominal rail. The bidirectional channel handles both positive and negative transients, which simplifies layout on bipolar supplies or AC-coupled lines.
