Voltage ratings and clamping margin
The 13.7V standoff and 17.1V breakdown give a 3.4V window — tight enough to avoid nuisance triggering on a 12V bus with 5% regulation, but wide enough to accommodate transient overvoltage before the clamping event. Maximum clamping at 25.1 V at 59.8 A peak pulse current defines the voltage the protected circuit must survive.
