ESR and the decoupling decision
A 4.7 µF tantalum at 10 V with this ESR is a common bulk decoupling choice for 3.3 V or 5 V rails where the ripple frequency is below 1 MHz; above that, the ESR dominates the impedance and a ceramic cap in parallel is the usual fix.
The molded case and standard tantalum construction mean no special derating beyond the usual 50 % voltage derating rule for tantalum at elevated temperature.
The TPS series is a mature KYOCERA AVX line, so date codes and lot traceability are standard.
