Clamping at 45.7 V maximum when the surge current hits 33.3 A, it protects a 28.2 V rail — the reverse standoff voltage — from transients that would otherwise exceed the downstream IC's abs-max rating. The 31.4 V minimum breakdown voltage means the device starts conducting before the rail climbs above the safe operating area of typical 30 V-rated semiconductors. That 3.2 V guard band between standoff and breakdown is the margin a designer budgets for normal line ripple and load dump.
