At 1500 W peak pulse the device dissipates enough to protect alternator load-dump events on the 12V rail without cascading upstream. The minimum breakdown of 7.13 V sets the lower bound of the clamping window — below that voltage the TVS does not conduct, so normal rail noise does not trigger spurious clamping.
