The 33.2V max clamping voltage at 45.2A peak pulse current tells you the highest voltage the protected circuit sees during a 10/1000µs surge. If the downstream silicon (a 36V-rated DC-DC converter, for example) has margin above 33.2V, this TVS protects it without the part itself failing short. The junction temperature derates the peak pulse power above 25°C, so at 125°C ambient the effective surge capacity drops to roughly 75% of the 1500W rating. For sustained high-temperature environments, derate the surge current accordingly.
