The 102 V standoff means the diode stays transparent below the rail voltage, drawing negligible leakage. At 114 V minimum breakdown, it starts conducting; the 165 V clamp at 9.1 A sets the maximum voltage the protected load sees during a surge. Power line protection is not specified — this is a signal- or DC-rail TVS, not an AC mains suppressor.
