The breakdown voltage range starts at 10.5V, so the device begins clamping just above the normal rail voltage, leaving the protected circuitry a margin before the clamp fires.

The package is standard for 1500W TVS diodes — the large tab area on the cathode side conducts the surge heat into the PCB copper, so the board layout's thermal pad area directly affects how many pulses the part can absorb before the junction hits 150°C.
