The Texas Instruments TPS65941421RWERQ1 is an automotive-grade power management IC integrating five buck converters in a 56-VFQFN Exposed Pad package.
The 3V to 5.5V input range covers the standard automotive battery voltage during cranking (down to ~3V) and normal operation (up to 5.5V). The 19mA supply current is the IC's own consumption, not the output load — budget it against the system's quiescent current target for key-off scenarios.
