The TPS62080ADSGR is a synchronous step-down converter from TI's DCS-Control family, delivering up to 1.2 A from a 2.3 V to 6 V input rail. The output is adjustable from 0.5 V up to 4 V via an external resistor divider. That 0.5 V floor is low enough to power the core voltage of a modern MCU or FPGA, but the 4 V ceiling means it cannot generate a 5 V rail — you would need a boost or a different part for that.
