The TPS61232DRCR is a fixed 5V output boost converter from Texas Instruments with a 4A switch current rating. That 4A is the peak current the internal NMOS switch can handle before the cycle-by-cycle current limit engages.
Without that thermal via pattern, the junction temperature rise at 4A switch current will exceed the 125°C ceiling.
