The 500 mA flash output rating is the peak current the boost converter can deliver during a flash pulse — match this to the forward current of the chosen flash LED. The 5.5 V output ceiling sets the maximum voltage across the LED string; a single high-current white LED typically needs 4.2 V to 5 V at full brightness.
