1.71V threshold — where this reset IC fits
The TPS3838E18DBVR is a single-voltage supervisor from TI's TPS3838 family, built to hold a 1.8V-core processor or FPGA in reset until the supply crosses 1.71V and stays there for at least 10 ms. That 1.71V threshold is the key number: it sits just above the minimum operating voltage of most 1.8V-logic devices, so the reset asserts before the downstream logic enters an undefined state on brownout or power-up.
Open-drain output — wired-OR and level-shifting
The open-drain output lets you pull the reset line up to any voltage within the absolute maximum of the drain pin — common in mixed-voltage boards where the supervisor runs on 1.8V but the reset input of a 3.3V MCU needs a pull-up to its own rail. It also allows multiple open-drain reset outputs to be wire-OR'ed to a single processor reset input.
