It monitors a single 3.3V supply rail and asserts a reset when the voltage drops below 2.93V — that threshold sits comfortably above the minimum operating voltage of most 3.3V logic, so the downstream MCU or FPGA sees a clean reset before the rails collapse into undefined territory. The output is active-low, open-drain, which means you can pull it up to any logic voltage (1.8V, 3.3V, 5V) independent of the monitored rail, or wire-OR it with other reset sources in multi-controller systems. The reset timeout is 120ms minimum — long enough for the supply to stabilise after a brown-out event, short enough that the system doesn't sit idle through a full power-up cycle.
