Over-voltage protection and UVLO are sized for the 12 V battery rail where load-dump and cranking events push the bus outside the normal 4.5 V to 6.5 V operating window. Current limiting prevents the USB port from collapsing the supply during a short.
Surface-mount assembly with the pad soldered to a copper plane is assumed for the 3.2 A output rating.
