For a 5% output-accuracy budget, that leaves most of the headroom for the resistor network and the regulator's own line/load regulation. The adjustable output spans from 1.24 V (the internal bandgap) up to 6 V. The 6 V ceiling limits this part to low-voltage rails; if your design needs a 10 V reference, you step up to the TL431 family which goes to 36 V.

Shunt reference — no separate supply rail needed
