That 2.495 V is the internal bandgap voltage; the output is set by two external resistors to any value up to 36 V. The ±2.2% tolerance on the reference means the actual Vref at 25 °C sits between 2.441 V and 2.549 V — tight enough for a precision bias supply or an ADC reference in an industrial control loop, but not as tight as the 0.5% or 1% grades in the same family. The shunt topology sinks current from the cathode to the anode to regulate the output voltage. With a 100 mA output current capability and a 1 mA minimum cathode current, it can drive an optocoupler LED in a feedback loop or bias a small signal chain without an extra regulator IC.
