The 600 µA minimum cathode current is the bias floor — below that the reference loses regulation, so the external resistor from cathode to supply must be sized to always deliver at least 600 µA through the device. Functionally yes — the TL432 uses the same internal bandgap reference and has the same 2.495 V reference voltage and 36 V output ceiling. The difference is the package: TL432 comes in SOT-23-3, while the classic TL431 is usually in TO-92 or SOIC-8. The pinout is different (the SOT-23-3 has reference, anode, cathode in a different order than the TO-92), so a direct drop-in swap without a PCB layout change is not possible.
