The SN75C189ADR is a quad RS232 receiver in a 14-SOIC package. Its 970 mV of hysteresis filters noise on long cable runs — a common source of false bit edges in serial links. With 0 drivers and 4 receivers, it is a pure receive-side device, not a transceiver.
