The SN74LVC1G38DCKR: The open-drain output pulls low only; the high level is set by an external pull-up resistor. Propagation delay is 3.9 ns at 5 V with a 50 pF load. The open-drain output sinks up to 32 mA.
What the open-drain output means for your design
Because the output is open-drain, there is no internal pull-up to VCC. The high-level voltage is determined by the pull-up resistor and its supply. The 32 mA sink current is the maximum the output can pull low. If you are driving a load that needs more than that — say a high-current LED or a heavy relay — buffer it with a transistor. The quiescent current is only 10 µA, so it adds negligible static power in battery-powered designs.
