The SN74LV21APW is a dual 4-input AND gate from the 74LV low-voltage CMOS family. Its 7 ns max propagation delay at 5 V and 50 pF load sets the data-rate ceiling in a signal path — if the downstream latch setup time is 3 ns, the path budget leaves 4 ns for the interconnect and clock skew before the hold window closes.
Input logic thresholds are fixed at 0.5 V low and 1.5 V high, independent of supply voltage. That means a 1.8 V logic output driving this gate at Vcc=3.3 V will still be recognized as a valid high — the 1.5 V threshold sits below the 1.8 V output high level.
