The supply range of 4.75V to 5.25V is the standard 5V TTL operating window with ±5% tolerance. This means the part runs on a regulated 5V rail without needing a separate supply — the single-supply architecture keeps the BOM simple. The 400 µA output high and 8 mA output low current drive is typical for 74LS logic: enough to drive one or two standard TTL loads but not a heavy capacitive bus without a buffer.
