What this quad NOR gate does on your board
The SN74HCT02PWR is a quad 2-input NOR gate from TI's 74HCT logic family, built to interface with 5V TTL systems while drawing only 2 µA quiescent current (max). Each of the four independent gates sinks or sources 4 mA on the output — enough to drive a standard TTL load or a CMOS input on the same rail.
