The Texas Instruments SN74HC273QPWRG4Q1 is an 8-bit D-type flip-flop from the 74HC family, clocked on the positive edge with a non-inverted output and a master-reset function that clears all bits asynchronously. The 60 MHz clock ceiling and 27 ns max propagation delay at 6 V, 50 pF set the timing budget for a backplane or control bus — the 27 ns figure is the worst-case path from clock edge to output valid, so the downstream latch or processor must sample after that window closes.

Each output sources or sinks 5.2 mA, which is typical for HC logic — enough to drive one or two standard CMOS loads directly, but not enough for a relay or LED without a buffer. The 3 pF input capacitance loads the driving gate by about the same amount as a short PCB trace.
