No breakout board needed for a perfboard prototype — just tack down the SOIC-16 adapter. The positive-edge trigger and master reset are standard 74F logic, so any 5V Arduino or 74-series project can use it. There is a community library for 74F parts in KiCad and Eagle; the pinout matches the standard 16-pin SOIC DIP footprint.
Active production, ROHS3 — no obsolescence pressure
No last-time-buy or end-of-life notices are on record. The 74F series has broad second-sourcing from TI and others; the 74F174PC is a through-hole DIP variant if you need a breadboard-friendly version, but the SOIC-16 surface-mount package is the standard for production.
