Input logic thresholds track the supply: low is 0.7 V to 0.9 V, high is 1.6 V to 2 V at 3.3 V — the gate interprets a 1.8 V logic signal correctly at a 3.3 V supply, but a 1.2 V signal at 3.3 V sits in the forbidden zone.
