The 1.65V minimum supply lets this buffer operate from a nominal 1.8V rail, which is useful for interfacing with low-voltage ASICs or FPGAs that run their I/O banks at 1.8V. At the other end, 3.6V covers a 3.3V rail with margin for ripple. The 24 mA source and sink capability per output is enough to drive a handful of CMOS gate inputs or a short PCB trace, but don't plan on driving a 50-ohm backplane or a long cable — that's where a bus transceiver with higher drive (like the 74ABT or 74LVTH families) would be called for.
