The 560 Mbps per-channel data rate gives enough headroom for 100BASE-TX or 200 MHz pixel-clock video links with margin for cable attenuation and connector losses. Without it, a 20 mV noise spike on a 350 mV differential swing can toggle the output. With it, the receiver ignores noise below the hysteresis band and only switches on a valid transition.
