The 250 kbps data rate covers standard UART speeds up to 115200 baud with margin; if your design pushes 921.6 kbps or 1 Mbps, this part will not close the eye.
At 3.3 V the driver output swing still meets RS-232 levels per the standard. The 300 mV receiver hysteresis rejects noise on longer cable runs — a common pain point when the RS-232 line picks up motor hash. If your cable exceeds a few metres, that hysteresis buys you glitch-free reception without external schmitt triggers.
