The 250kbps data rate is the maximum specified for the MAX3232CPWRE4. For typical RS-232 applications like console terminals, GPS modules, or industrial sensor interfaces running at 115.2 kbaud or lower, this is more than adequate. If your system requires 460.8 kbaud or 921.6 kbaud, you would need a higher-speed RS-232 transceiver such as the MAX3237 family.
If your application sees temperature extremes, look at the industrial-grade MAX3232IPW or MAX3232IDB variants.
