The MAX232EIPW: That 2/2 count means one device handles a full serial port (TX, RX) plus one hardware handshake pair (RTS/CTS or DTR/DSR) without needing a second chip. Data rate is specified at 250 kbps, which covers the standard RS-232 band up to 115.2 kbps with margin for the start/stop bit overhead.
Supply rail and temperature grade
The on-chip charge pump generates the RS-232 bipolar levels (+/- 5 V to +/- 15 V) from the 5 V input, so the board only needs one power rail for the transceiver.
